A proposed Social Security Administration rule could reduce or end SSI disability benefits for roughly 400,000 people who live with family members, including many in households that receive SNAP food assistance. The issue is not the July 2026 SSI payment itself, which is still scheduled under current rules. The risk comes from a separate proposal that would reverse part of a 2024 SSI rule change. That 2024 change broadened the definition of a “public assistance household” to include SNAP, which helped protect low-income SSI recipients from having family-provided food or housing counted against their benefits. If the proposal is finalized, some households that now qualify for that protection would no longer qualify. In those cases, SSA could again treat free or discounted housing from relatives as “in-kind support and maintenance,” reducing SSI checks by up to about one-third, and in some cases ending eligibility altogether. Reporting requirements would also become more burdensome for many disabled and elderly recipients living with family. Estimates cited in reporting and policy analysis say about 277,000 current recipients could lose benefits and another 109,000 future applicants could be blocked, for a total impact of around 400,000 people. The proposal is not yet final. The broader 2024 protections remain in effect unless the rule is formally changed after review and public comment.
