By seeding accounts at birth or in childhood and locking the money into long-term market investment, the policy is meant to harness compound growth over many years, widen access to saving and investing, and give young adults a financial base before they enter the workforce fully. In practical terms, it is intended to promote a stronger savings culture, greater household asset-building and, over time, more financial security for the next generation.
