Louisiana and Mississippi were hit especially hard: Cottonport, Louisiana, recorded 29 inches of rain and nearby Plaucheville 22.5 inches, according to the National Weather Service.
A rare high-risk warning had been issued for parts of Louisiana, Mississippi, Alabama and Florida, and Mississippi officials said heavy rain and damaging wind gusts were still possible by week's end.
The storm is arriving unusually early in a season that typically intensifies later in the summer, while forecasters in Louisiana also warned heat index readings would top 100.
