Q: Is Mayor Loftis a hero for protecting his son, or a villain for sacrificing an entire town?

Mayor Tom Loftis is best read as a tragic antihero, though by the end of the finale his choice lands closer to villainy from the town’s perspective. The show gives him a deeply human motive. As Matthew Rhys has said, Loftis is driven by a universal parental instinct: protecting his child. That motive has shaped the entire season, from his efforts to make Widow’s Bay a place Evan would never want to leave to his refusal, once he learns the truth, to let his son become the sacrifice that ends the curse. On a personal level, that makes him understandable, even sympathetic. But the facts of the finale are harder to excuse. Loftis had been prepared to let Ruth die when he believed she was the final Warren descendant. Once he discovers Evan is the true heir, he changes course and keeps that secret, fully aware the demonic covenant remains active. The closing church bells make clear that more suffering is coming. As mayor, he chooses his son’s life over the safety of the wider community. That is why he is not a straightforward hero. He does not merely fail to save the town; he knowingly preserves the conditions that keep it endangered. At the same time, the series avoids making him a pure villain, because his decision comes from love and trauma rather than malice or ambition alone. So the fairest answer is that Loftis is both: a hero as a father, a villain as a public leader, and most powerfully, a tragic figure trapped between those roles.

Apple TV’s 10-episode Season 1 ends with Tom learning his son Evan is the last descendant tied to Widow’s Bay’s demonic covenant, leaving the curse intact despite the storm’s end.
That reveal turns Tom’s central mission upside down: after spending the season trying to protect Evan, he hides the boy’s identity even after Sheriff Bechir shoots Ruth, the relative Tom first believed ended the bloodline.
Rhys said the finale’s horror works because it is rooted in a parent’s fear rather than monsters alone, calling the closing church bells and Tom’s new burden the story’s most ominous turn.
With Season 2 already announced, Rhys said he has no idea how creator Katie Dippold will resolve the cliffhangers, which now extend from Tom and Evan to Bechir’s newborn and the island itself.
