So the delay in Europe is essentially a regulatory standoff over how Apple can offer AI while complying with DMA rules. In China, the obstacle is different. AI services must pass approval by Chinese regulators, and foreign AI technology faces tighter scrutiny. Apple has been working through those requirements, including local partnerships, but approvals have been slow. Some Apple Intelligence functions also rely on services such as Google image-search tools that are restricted or unavailable in China, creating an additional compliance problem. So the broad answer is that Apple is withholding the features because it has not yet cleared the legal and regulatory conditions needed to launch them in those markets.
