Summary
145% in Luxembourg and 73% in Hungary and Latvia marked the widest gap in EU actual individual consumption per capita in 2025, with only eight of 27 member states above the bloc average.
20% in Germany and 19% in the Netherlands put them just behind Luxembourg on household material welfare, while Estonia also sat near the bottom at 74% of the EU average.
GDP per capita showed even larger disparities: Luxembourg reached 239% of the EU average and Ireland 238%, while Greece and Bulgaria were lowest at 68%.
Eurostat said actual individual consumption is a better gauge of household material welfare than GDP because it captures goods and services used by households regardless of who pays.
