Singapore led Henley & Partners’ new 2026 wealth mobility ranking with a score of 79.5 out of 100, ahead of New Zealand at 75.8 and the Cayman Islands at 74.3.
The ranking measures 38 indicators across 12 categories, including tax treatment, rule of law, quality of life, investor migration pathways, geopolitical stability and capital mobility.
US demand is a major driver: applications from American nationals for residency- and citizenship-by-investment programs doubled in 2025 and remained elevated in 2026, with only 7% coming from Americans already living abroad.
Europe drew almost half of US applications, led by Portugal and Italy, while more than a quarter targeted Latin America and the Caribbean.
