Russia Ships 3.83 Million Barrels a Day as Ukraine Drone Attacks Hit Refineries

Yes — in a narrow operational sense, Ukrainian drone strikes appear to be pushing more Russian crude onto the export market, even though they are also damaging Russia’s energy sector overall. The mechanism is straightforward. Repeated strikes have knocked out a large share of Russian refining capacity, with refining runs falling to their lowest level in decades and roughly a third of capacity reported offline. When refineries cannot process crude, Moscow has fewer domestic outlets for that oil. Rather than cut production immediately, Russia can divert more barrels into storage and then export them as crude. That helps explain why four-week average crude shipments rose to about 3.83 million barrels a day, near the highest level of the year. But that does not mean the strikes are helping Russia in a broader strategic sense. The same campaign has also hit export infrastructure, caused tanker delays, raised insurance and logistics costs, and in some periods cut seaborne export volumes and revenues. Refined-product exports have been hit especially hard, with major facilities such as Tuapse suffering steep declines. So the effect is mixed. The strikes are not boosting Russia’s oil production or creating new demand. They are, however, forcing a temporary reshuffling of flows: less crude is refined at home, so more is sold abroad as raw oil. Russia’s ability to sustain that depends on storage, shadow-fleet shipping, and continued buying from Asia, especially China and India.
