Previous Trump-linked proposals reportedly included recognizing Crimea, Luhansk and Donetsk as de facto Russian, and Trump was reported to have told European leaders he supported Kyiv ceding all of Donetsk to help unlock talks. That aligns with Moscow’s own position. President Vladimir Putin has insisted that any settlement must involve Ukraine withdrawing from four regions Russia claims to have annexed: Donetsk, Luhansk, Kherson and Zaporizhzhia. Ukraine has repeatedly rejected that demand, making territory the main obstacle in any negotiation. Kyiv and its European partners are therefore wary that a new U.S. mediation effort could pressure Ukraine into concessions. That concern is reinforced by reports that U.S. officials previously linked stronger security arrangements to Ukrainian flexibility on territory, though such claims have been disputed by Washington. So the short answer is that no formal requirement has yet been announced, but much of the evidence around Trump’s past proposals and Russia’s conditions suggests that any serious peace push from Washington is likely to involve pressure on Kyiv to accept at least some territorial loss, especially in the east. Whether Ukraine agrees is another matter.
