Summary
Felipe Linares de Oliveira Dell Aquilla was arrested June 5 in Mooresville, North Carolina, after investigators say he fled a traffic stop, crashed into stopped traffic and tried to run.
DHS says the Brazilian national was preparing to escape to Mexico and was wanted in Brazil on criminal association and extortion charges.
Federal authorities identified Dell Aquilla as a former commander in Primeiro Comando da Capital and Comando Vermelho, two Brazil-based groups the Trump administration recently designated foreign terrorist organizations.
Investigators said intelligence showed he was holding his wife against her will; she later confirmed that claim, and agents seized multiple phones, laptops, cash and a 9 mm handgun from his vehicle.
Dell Aquilla is jailed on a state felony charge of fleeing to elude arrest, while HSI pursues kidnapping and alien-in-possession-of-a-firearm charges and has lodged an ICE detainer.
