The aircraft tracked the vessel while it initially appeared disabled, then guided the cutter after the boat suddenly got underway and appeared intent on disembarking in Puerto Rico.
Those apprehended included 36 people from the Dominican Republic, three from Haiti and one from Uzbekistan, underscoring the mixed nationalities seen in Caribbean migrant crossings.
