The package responds to Strait of Hormuz disruptions that have hit Asia hardest: about 90% of the crude moving through the chokepoint—around 13 million barrels a day—is bound for the region.
The strain is already visible in vulnerable importers. The Philippines relies on Hormuz for 94% of crude imports and has 45 days of reserves, while Vietnam depends on it for 81%, with 30 days of reserves and volatile gasoline prices.
Japan said POWERR Asia will also back longer-term resilience through stockpiling systems, storage infrastructure, safer sea lanes and diversification into LNG, biofuels, next-generation solar and small modular reactors.
At the same summit, Takaichi said AZEC partners agreed to develop AZEC 2.0 by adding economic and energy resilience, positioning the effort as a pillar of Japan’s broader Indo-Pacific strategy.
