Northumbria Police said a black Mercedes CLC hit a marked police car after Turnbull had been sent to an earlier crash involving a Land Rover Freelander and a Ford Explorer at 23:10 BST on Monday.
A 73-year-old man was arrested on suspicion of causing death by dangerous driving and released on bail; he had initially been arrested on suspicion of causing serious injury by dangerous driving.
Chief Constable Vanessa Jardine said Turnbull, who joined the force in September, was a dedicated officer and that the force was mourning the loss of a colleague, friend and family member.
