Selling at least 14 million barrels of Upper Zakum, Umm Lulu and Das to Asian buyers, while running a second tender, signals that the UAE is willing to move volumes opportunistically rather than wait for cartel discipline. That is a direct challenge to OPEC’s traditional role of coordinating supply. The bigger issue is structural. The UAE formally left OPEC and OPEC+ in May and was OPEC’s fourth-largest producer, pumping about 3.1 million barrels a day in 2025. It also has capacity near 4.85 million bpd and wants to reach 5 million bpd by 2027. Losing a producer of that scale reduces OPEC’s market share and makes collective restraint harder to enforce, especially when compliance has long been uneven. But OPEC is not finished. Saudi Arabia still holds most of the world’s meaningful spare capacity, and in a tight market that remains powerful. OPEC members still control a large share of low-cost reserves, and prices are currently being driven as much by war risk and the Strait of Hormuz disruption as by formal quota policy. What has likely ended is OPEC’s old dominance. Analysts are right to say this may be “the end of OPEC as we knew it”: less able to set prices alone, more constrained by non-OPEC supply, geopolitics and members pursuing national strategies.
