Argentina Proposes AI Law Creating Non-Human Corporations With Limited Liability

Argentina last week sent Congress a bill creating a legal framework for AI deployment, including a new “non-human corporation” category for entities operated by AI agents or robots.
The proposal rests on three pillars: minimal AI regulation, limited liability for AI-run entities acting autonomously in unpredictable settings, and a low-tax regime meant to encourage experimentation and investment.
Human shareholders could participate but would not be required, while final beneficiaries would still have to be disclosed to avoid turning Argentina into a haven for illicit capital.
Javier Milei cast the plan as part of a broader push to attract global AI business, saying Argentina has restored growth after 15 years of stagnation and climbed 20 places in the Heritage Foundation’s Economic Freedom Index across 2024 and 2025.
