Sara Jacobs Proposes AI Bill Requiring Biannual Agency Reports

Summary
Rep. Sara Jacobs plans to introduce the Sectoral AI Governance Act on Wednesday, creating a framework for federal agencies to write AI rules in sectors they already regulate.
The bill aims to help agencies enforce existing laws such as the Fair Housing Act and Americans with Disabilities Act when algorithms, rather than humans, drive decisions in housing, employment and other areas.
Biannual transparency reports would require agencies to disclose AI rules and enforcement actions, while periodic audits would review whether those rules still fit rapidly changing technology.
Jacobs said the measure would codify the House AI task force’s sector-by-sector approach and complement bipartisan legislation from Reps. Jay Obernolte and Ted Lieu on NIST and national AI research infrastructure.
The proposal also gives House Democrats an early marker for a broader AI agenda as the party debates what it could advance if it regains the majority after the midterms.
