A Senate GOP draft would extend Section 702 through June 12, 2029, pairing the surveillance renewal with new guardrails, abuse penalties and a three-year ban on a Federal Reserve digital currency.
Tom Cotton drafted the bill with input from top Intelligence Democrat Mark Warner to build enough bipartisan support to beat a filibuster before the June 12 expiration deadline.
The proposal mirrors parts of the House’s April package by tightening search rules, requiring attorney sign-off for some FBI queries and narrowing the definition of electronic communications providers.
Privacy hawks are likely to resist because the bill omits two major demands: a warrant requirement for searches of Americans in foreign intelligence databases and limits on warrantless purchases of Americans’ data from brokers.
Warner said Trump’s move to install ally Bill Pulte as acting director of national intelligence could further erode Democratic support, while some House hard-liners still question any long-term deal.
