Tuesday's policy document set Mette Frederiksen's new centre-left government on a dual track: expand welfare at home and reject U.S. pressure over Greenland's future.
The programme says Denmark will stand firm on the kingdom's sovereignty and self-determination as Donald Trump has threatened to annex Greenland, while Copenhagen also accelerates a military buildup amid Russia's war in Ukraine.
To secure a parliamentary majority after more than two months of coalition talks, the 4-party government backed free dental care within 10 years, free public transport for under-22s and zero VAT on fruit and vegetables.
Those pledges target the cost-of-living crisis that hurt Frederiksen in March's election, when her Social Democrats posted their worst result in more than a century.
Frederiksen also said the government would keep pursuing tougher immigration measures, including more deportations of foreign offenders and efforts to establish deportation centres outside Europe.
