Pangeos, a sea turtle-shaped floating city concept from Italy's Lazzarini Design Studio, is designed to carry up to 60,000 residents and passengers.
The project would stretch about 550 meters long and up to 610 meters wide, making it the largest floating structure ever built if realized.
Plans call for a self-sufficient vessel with shopping centers, hotels, villas, pools, gardens, clubs, and dedicated areas for yachts, helicopters and light aircraft.
More than $8 billion in investment would be required, and developers say construction would need a new purpose-built shipyard and major dredging works.
