Trump Eases Some Metal Tariffs to 15%, Lowers U.S.-Content Threshold to 85%

A June 1 proclamation broadens the temporary 15% Section 232 tariff treatment for aluminum and steel derivative imports to cover agricultural equipment and some residential HVAC systems, effective June 8.
The changes follow Commerce Department recommendations aimed at shielding domestic users of farm, construction and industrial equipment while preserving the broader metal tariff regime on national-security grounds.
Mobile industrial equipment and machinery also get temporary tariff modifications through Dec. 31, 2027, while aluminum lithographic plates and steel racks are newly brought under derivative-product tariffs to curb circumvention.
Trump also cut the threshold for products deemed made “entirely” from U.S. aluminum, steel or copper to 85% by weight from 95%, a move the proclamation says should spur more domestic metal use.
