Montgomery County deputies arrested Juan Ayala Montero, 60, on May 24 after authorities said he fired dozens of rounds in the Kings Colony neighborhood and then barricaded himself until a SWAT team secured his surrender.
Investigators recovered about 31 shell casings and said rounds were fired toward homes and residents after an altercation with a 17-year-old male, who was shot, treated and released.
The teenager was later charged with making a false report to a peace officer after investigators said his initial account was untruthful and hindered the case.
ICE said Montero is a Mexican citizen who was deported twice, had illegally reentered multiple times, and previously was convicted of attempted homicide; jail records show an ICE hold, federal detainer and $80,000 bond.
Federal officials said Montgomery County's participation in the 287(g) program helped quickly identify Montero's immigration status and secure the detainer, framing the case as a public-safety example.
