At least seven Navy officers selected for major promotion were removed by Defense Secretary Pete Hegseth from the one-star admiral list, including two women and two Black men.
The revised slate of 22 nominees released in late May includes no women and appears to include only two nonwhite officers, diverging sharply from a Navy that is about 21% female and 38% racial minorities.
Four current and former defense officials said the intervention was highly unusual because Pentagon rules generally allow removals only for moral, mental, physical or professional failings affecting fitness to lead.
