Flagler County deputies arrested Brandon Irizarry, 28, around 1 a.m. Thursday after finding him outside a Taco Bell with multiple pairs of pants pulled down.
Deputies said Irizarry appeared unaware they were on scene and tried to cover himself only after noticing them, leading to a charge of unlawful exposure of sexual organs.
A betta fish found swimming in a plastic container inside his backpack was taken to the Flagler County Humane Society, where staff said the fish—named "Baja Blast"—was doing well.
Irizarry was booked into the Sheriff Perry Hall Inmate Detention Facility as the sheriff's office used the unusual arrest to warn late-night Taco Bell customers against turning a food run into a booking.
