Kimberly Fisher, a Deer Valley school board member, appeared on video raising her right arm and saying “heil, heil” during a May 26 meeting, triggering demands that she step down.
The exchange came after board President Paul Carver Jr. moved to adjourn a dispute over a community study session, saying further discussion of a non-agenda item risked violating Arizona’s Open Meeting Law.
Hours later, Fisher posted a Facebook livestream doubling down on claims that Carver ran the board like a dictatorship and said, “All I could think of tonight was Hitler,” without directly addressing the gesture.
Deer Valley Unified School District, which serves more than 33,000 students, said Fisher acted independently, while the teachers association called her unfit for office and urged her resignation.
Carver said Arizona law leaves the board and district unable to discipline elected members, limiting any immediate formal response despite what he called “totally unacceptable” conduct.
