Manchester Crown Court jailed driver Uways Hussain, 20, for 11 years and eight months and passenger Usmon Mahmood for 12 years and nine months over the crash that killed 50-year-old Sylvester Abayomi.
Footage showed the pair inhaling from a balloon, running red lights and weaving through traffic before Hussain's car hit 139mph in a 30mph zone on Kingsway at about 04:36 GMT on 9 March.
Abayomi had entered Kingsway on a green light when Hussain ran a red light and struck his car, with Judge Nicholas Dean calling the collision wholly avoidable after a sustained and escalating course of dangerous driving.
Greater Manchester Police said the case was among the worst examples of speeding officers had seen, while Abayomi's partner Denise described him as a caring, gentle man loved by everyone.
