France referred the case to the public prosecutor after its consul general in Turkey reported sexual violence, beatings, exposure to cold and repeated humiliation of French nationals detained from the Gaza-bound flotilla.
At least 15 activists reported sexual assaults, including rape, and several were hospitalised with injuries after the flotilla was intercepted last week, according to organisers.
The activists have since been released, but their lawyers said they will file a separate complaint alleging humiliation, rape and torture.
Those lawyers also rejected an invitation from Foreign Minister Jean-Noel Barrot's office, accusing the French government of backing Israel since the start of what they called a genocide.
