OpenAI on May 28 published a Frontier Governance Framework that maps its safety and security practices to emerging legal requirements, including California’s Transparency in Frontier AI Act and the EU AI Act’s code for general-purpose AI.
The document turns parts of OpenAI’s existing Preparedness Framework into a public governance guide focused on regulatory obligations, while saying the internal framework still underpins how it manages the most serious advanced-AI risks.
It outlines risk assessment and mitigation for cyber offense, CBRN threats, harmful manipulation and loss of control, alongside model reporting, security risk management, incident response, outside expert input and future updates.
OpenAI said the framework will keep evolving as model capabilities, evaluations and regulation change, signaling a more formal public-facing compliance posture as AI oversight tightens.
