Rutland canceled its main July 4 events — including the parade and fireworks — after police and fire chiefs said staffing levels could not cover both the celebration and routine emergency response.
Town officials said the committee had raised enough money, but outside staffing was rejected because operating without a unified command structure could create additional safety risks.
Donations will not be refunded because some funds were already spent on printing, deposits and fundraising costs, with the rest kept in a municipal gift account for future July 4 celebrations.
Smaller activities such as the Junior Olympics and a volleyball tournament will still go ahead, but the broader celebration had already been threatened after voters rejected a Proposition 2½ override tied to a $3 million budget deficit.
Without that tax measure, the police department is expected to cut at least four full-time officers and three part-time officers, underscoring how local budget pressure is spilling into public events.
