England courts would be able to impose three to nine driving-licence points per fly-tipping offence under new government plans, with repeat offenders facing disqualification after 12 points.
The Waste Crime Action Plan also proposes wider council powers to seize and crush vehicles, expanded CCTV and automatic number plate recognition, and requiring offenders to help cover clean-up costs.
The crackdown follows 1.26 million fly-tipping incidents handled by English local authorities in 2024-25, up 9% from a year earlier, with household waste making up most cases.
In Luton, where councils have trialled treating dump sites like crime scenes, fixed penalty notices rose to 200 in 2025-26 from 90, while collections fell 19% to 9,352.
Residents there say dumping often returns within hours of clearance, underscoring the government's push for what ministers call zero tolerance of waste crime.
