Kaub water levels fell enough on Wednesday that a 110-meter barge could carry only a little more than 1,000 tons of diesel through the German chokepoint.
That load is about 40% of total carrying capacity, sharply limiting how much fuel can move along one of Europe’s most important inland shipping routes.
