Americans for Public Trust asked Missouri Attorney General Catherine Hanaway to investigate whether the ACLU Foundation and abortion-rights committee Stop the Ban violated the state's foreign-influence ballot law.
The complaint centers on a $500,000 ACLU Foundation donation to Stop the Ban in early 2026 after the foundation received a $2 million grant from Switzerland-based Oak Foundation beginning in 2025.
Missouri's 2025 law requires donors to ballot committees to certify they received less than $10,000 from prohibited foreign sources in the prior four years, and bars committees from taking direct or indirect foreign-backed support.
The ACLU said it is aware of and compliant with the Missouri law, while Stop the Ban and Oak Foundation did not respond; Missouri voters will decide the abortion-related ballot measure in the 2026 election.
