Nevin Morales and Ryan Fagan resigned in March and February after a Tampa police investigation found they violated department rules during alleged on-duty sexual encounters with the same 911 dispatcher.
The probe began with a complaint to the Professional Standards Bureau and concluded Morales and Fagan had policy breaches serious enough that their law-enforcement certifications were sent to the Florida Department of Law Enforcement for review in April.
Investigators said the dispatcher admitted meeting Morales for sexual activity in an SUV on July 22, 2025, while a supervisor reportedly saw her enter his vehicle; Morales denied the allegations.
Fagan admitted only to "close personal contact," but investigators cited sexual messages, accused him of leaving a special assignment unstaffed and putting his body camera into sleep mode.
A third officer accused in the complaint was cleared and remains employed, underscoring that the case centered on the two resignations and possible certification revocations.
