More than 2.6 million complaints were filed with the FTC's Do Not Call system in 2025, with robocalls accounting for most reports tied to unwanted telemarketing.
Arizona posted the highest complaint rate at 1,028 per 100,000 people, followed by Tennessee at 1,017, with Nevada, Illinois and Florida rounding out the top five.
Debt-reduction pitches, imposter scams and medical or prescription calls were the most reported categories, reflecting how callers target money, health and identity concerns.
About 258.5 million numbers were active on the National Do Not Call Registry as of Sept. 30, 2025, but the FTC said illegal sales robocalls persist because scammers use cheap dialing tools and spoofed caller ID.
The agency says the registry mainly curbs lawful telemarketers; consumers are still urged to let unknown calls go to voicemail, avoid pressing opt-out buttons, use carrier blocking tools and report suspicious calls.
