Mark Carney told President Isaac Herzog that Israel’s treatment of activists aboard the Gaza-bound flotilla was “appalling” and “unacceptable,” escalating Ottawa’s response to last week’s interception.
The Canadian prime minister also demanded an independent investigation and strongly condemned National Security Minister Itamar Ben Gvir over a video showing his encounter with detainees, including 12 Canadians.
Canada had already summoned the Israeli ambassador to seek explanations over the treatment of its citizens, turning the naval incident into a broader diplomatic dispute.
France has since barred Ben Gvir from entering the country, while Paris, Rome and Madrid are pushing the European Union to consider formal sanctions against him.
The clash adds to already fraught Canada-Israel ties under Carney, who has faced criticism over past Gaza remarks and his government’s stated plan to recognize a Palestinian state.
