Seven arrests have been made since the Garden Grove chemical tank incident began, Police Chief Amir El-Farra said, including one arrest for looting during the evacuation of thousands of residents.
Six other arrests were for prowling, underscoring security problems that emerged as homes and neighborhoods were cleared during the ongoing crisis.
