$566 million in revenue for 14 Orange County employment agencies marked a 2% annual increase, even as the local labor market remained sluggish.
Pacific Companies led the gains with revenue up 32% to $72 million, helped by a 16% rise in permanent healthcare placements to 175 and a 21% increase in temporary workers to 151.
Its locum tenens division grew 57% in the first quarter, reflecting hospitals' push for flexible physician staffing as they try to maintain coverage while controlling costs.
Elsewhere, Employbridge's Select Staffing kept the No. 1 local spot at $73 million, PriorityWorkforce rose 11% to $70 million, while PTS Advance fell nearly 17% to $47 million.
The agency growth comes against forecasts for Orange County payrolls to rise just 0.2% this year after a flat 2025, with March nonfarm employment up only 6,200 jobs.
