New Delhi — Marco Rubio said U.S. immigration reforms are a global "modernization" effort, not an India-specific crackdown, even if India feels a disproportionate impact because it sends many high-skilled workers.
20 million illegal entries over recent years drove the overhaul, Rubio said, arguing the Trump administration must align immigration with U.S. national interest during a transition that will create friction.
Subrahmanyam Jaishankar pressed Rubio on visa delays for legitimate travelers, saying India expects legal mobility to be protected because it underpins business, technology and research ties.
Rubio sought to reassure India by calling it a strategic ally, noting Indian companies have invested more than $20 billion in the U.S. and saying the new system could ultimately work better for Indian applicants.
