George Russell received a €5,000 fine, suspended for 12 months, after stewards ruled his post-retirement actions at the Canadian Grand Prix created a dangerous situation.
The Mercedes driver threw his headrest onto the track after a power unit failure stopped his car while he was leading and battling Kimi Antonelli in Montreal.
FIA stewards said the object landing on the circuit amounted to an unsafe act, but accepted Russell's apology after he admitted frustration and said his behavior set a poor example.
