More than 40,000 homeless people in Los Angeles are "not homeless" but drug addicts who reject available shelter, mayoral candidate Spencer Pratt said in a TV interview.
Pratt argued the city already has housing and shelter for everyone on the streets and said he could quickly build prefabricated facilities on federal land, citing talks with FEMA, HUD and manufacturers.
A $15 billion city budget became a campaign flashpoint as Pratt defended his financial judgment and attacked Mayor Karen Bass, saying $400 million was wasted to house 1,400 people.
