Police took 57-year-old Gwendolyn White into custody after two people were shot just after 10:30 a.m. outside the Old Wake County Courthouse in downtown Raleigh.
Investigators said all three people are believed tied to a civil court case scheduled for Friday, and attempted murder charges against White are pending after she was taken to a hospital.
Raleigh police, the Wake County Sheriff's Office and Federal Protective Service officers responded to 300 Fayetteville Street, where authorities said there is no ongoing threat to the community.
Both Wake County courthouses closed for the rest of Friday after the shooting, though the Register of Deeds said its e-recording services remain operational.
