Missouri Governor Puts 4 Constitutional Amendments on Aug. 4 Ballot

  • Governor Mike Kehoe signed proclamations placing Amendments 1, 2, 4 and 5 on Missouri’s Aug. 4, 2026, primary ballot, while any other certified measures will wait for the November general election.
  • Amendment 5 is the highest-profile proposal: it would phase out Missouri’s individual income tax based on revenue growth and require cuts to property and other local taxes while preserving school funding.
  • The August ballot also includes a 10-year extension of the 0.1% sales and use tax for soil, water, parks and historic sites; a requirement that charter counties elect assessors; and stricter approval rules for constitutional initiatives.
