Isaiah Duncan-Simmons, 19, of Virginia Beach was arrested after a Sunday night street takeover in Norfolk's West Ghent neighborhood and charged with disorderly conduct and careless damage of property by fire.
Police said they received numerous calls around 8:30 p.m. about a large gathering of people and cars speeding and driving recklessly at Redgate Avenue and Greenway Court.
Video from the scene showed a masked person using what appeared to be a flamethrower and another person pouring gasoline as flames ignited across the intersection; no injuries were reported.
Norfolk police are still investigating the incident and asked the public to submit photos or video from the takeover.
The arrest follows another Norfolk street gathering in March that ended in gunfire outside a shopping mall, leaving seven people seriously injured.
