Chevron stations in California were charging 60 to 80 cents more per gallon than unbranded rivals, Newsom's office said, urging drivers to avoid the chain over Memorial Day weekend.
The appeal came after Chevron posted station signs blaming California climate policies for high pump prices and directing customers to a campaign for "affordable, reliable energy."
California gasoline averaged $6.14 a gallon Thursday, $1.58 above the U.S. average, while state taxes account for about 70 cents per gallon, according to state and AAA data.
The clash lands as the Iran war has pushed up crude prices nationwide and as Newsom's efforts to curb oil profits and require fuel reserves have slowed amid planned refinery closures covering roughly 18% of state capacity.
