Gov. Kathy Hochul and state lawmakers approved a package aimed at limiting federal immigration enforcement in New York, including a ban on ICE entering designated sensitive locations without a judicial warrant.
The measures also bar informal local cooperation with immigration enforcement and would prohibit police from actions such as locking down streets or cordoning areas to facilitate federal operations, backers said.
That language has already triggered a fight over its practical effect on the NYPD after a chaotic Brooklyn hospital protest this month led to 8 arrests during an ICE-related detention.
State sponsors say the bill would have stopped NYPD officers from facilitating ICE movements at Wyckoff Heights Medical Center, while the NYPD and Hochul's office say ordinary crowd-control actions to protect public safety would still be allowed.
The package marks New York Democrats' latest push against the Trump administration's immigration crackdown, with Mayor Zohran Mamdani set to release a report Friday on city interactions with federal enforcement.
