Two amendments from Rep. John B. Larson were voted down by the Republican majority on the House Rules Committee, blocking proposed contracting and labor requirements for the Smithsonian American Women’s History Museum project.
Larson’s measures would have required full and open competition for construction contracts and a Project Labor Agreement intended to secure union jobs and stronger working conditions.
Larson said the changes were needed to protect the bidding process from corrupt dealings, arguing fair competition would better safeguard taxpayer money and labor standards.
The dispute lands as Larson says he still backs the broader bipartisan push to establish both the Women’s History Museum and the National Museum of the American Latino.
