Five people — four men and one woman aged 23 to 47 — were arrested in Tameside on suspicion of fraud offences tied to the local election candidate nomination process.
Greater Manchester Police said reports before and after the 7 May election raised concerns about candidates in St Peter's ward, prompting initial enquiries last week and a full investigation.
The probe is examining how candidates were put forward and represented in the ward, and whether that process complied with electoral law and procedures.
Police said they are working with the Electoral Commission and local partners as the investigation continues.
