Israel created the NILI task force after the October 7 massacre to kill or capture every Hamas participant or planner, with officials telling the Wall Street Journal it has compiled thousands of names.
Two pieces of evidence are enough to mark a suspect for death without trial, according to current and former officials, using facial recognition, cellphone location data and interrogations of Gazan detainees to identify targets.
Many names have already been crossed off, from a man who drove a tractor through the border fence to Hamas military chief Izz ad-Din al-Haddad, with operations also reaching Hamas figures in Lebanon and Iran.
Since the ceasefire with Hamas began, NILI has been cut to a small cadre that passes target intelligence to commanders in Gaza, while former officials said revenge and deterrence were central to the mission.
