Michael Winstanley, a former Mayor of Wigan, was named the Conservative candidate for the Makerfield by-election set for June 18 in Greater Manchester.
The contest was triggered by Labour MP Josh Simons' resignation, which was intended to give Greater Manchester Mayor Andy Burnham a chance to seek a return to Westminster.
Kemi Badenoch said Winstanley would be a strong local representative, citing his years living, working and serving in the area.
Four other candidates have already been announced, adding to a race that will test party strength in a Labour-held constituency.
