June 18 has emerged as a key deadline for Ukraine’s EU bid, but diplomats say new political obstacles now threaten plans to open accession clusters despite expectations that Viktor Orban’s exit would ease the path.
Hungary still wants minority-rights disputes resolved before cluster 1 can open, with Kyiv and Budapest only now sending the issue to expert-level talks after years of deadlock over 11 demands on Hungarian-language rights.
Poland is not expected to block the fundamentals cluster, but it is resisting progress on agriculture and road transport, where Warsaw fears pressure on farm subsidies and truck drivers; France has similar agricultural concerns.
Brussels still says Ukraine is technically ready to open all 6 clusters, but officials now expect only cluster 1—and likely cluster 6 on external relations—to have a realistic chance in June.
