Nickolay Mladenov, the Trump-backed Board of Peace’s Gaza envoy, pressed Hamas to back an international reconstruction plan and renounce violence, saying that could preserve a role for the group in Palestinian politics.
Speaking in East Jerusalem on Wednesday, he accused Hamas of taxing destitute Gazans and blocking temporary housing, leaving families in rodent-infested tents while it tries to tighten control over territory it still holds.
Mladenov set no deadline and threatened no specific penalty for rejection, but said continued obstruction would mean more misery and bloodshed in the war-ravaged enclave.
He framed the offer as political reintegration rather than elimination, saying Hamas would not have to disappear if it gave up armed activity and competed instead in future Palestinian elections.
